Commandments of The Utopian State of New Athens
 
1. The state shall not fight a war except to save lives.

2. Individuals shall not cause death, bodily injury, disease, or unwanted pregnancy in another.

3. Individuals and the state shall take life only in order to save life. {The state shall not have a death penalty.}

4. Individuals shall not get or give an abortion after a period of three days from a possible conception. {The state should arrange to care for the mother and child with an unwanted pregnancy. The state should arrange for care and adoption of an unwanted child.}

5. The state shall allow a person to take his own life when his faculties (limbs, eyesight, hearing, speech, and cognitive abilities) have been diminished by at least 50%. {A jury shall adjudicate the request for suicide.}

6. The state shall provide means for, and encourage voluntary birth control.

7. The state and individuals shall not ‘punish’ except by restitution and restraint.

8. Individuals or the state shall not cause another loss of wealth or happiness by force, deception or dishonesty.

9. Individuals and the state shall exchange equally unless the exchange is charitable.

10. Individuals and the state shall compensate any person injured by any contract agreed to in the presence of a misunderstanding, duress, or omission of fact.

11. The state shall provide compensation for anyone that experiences loss through any action or negligence of the state (although not necessarily 100% compensation)

12. For each trial, the state and defense shall each hire a qualified person to mathematically calculate the statistical significance of each piece of evidence as well as the significance of the entirety of the evidence. The results shall be given to the judge and jury for consideration.

13. The state shall encourage aggressive and active quality control of all government agencies. {The state shall hire an independent company to perform quality control. Quality control shall be performed on all agencies including the police, the courts and any centers for restraint (detention centers; prisons). A quality report shall be made available to all government agencies, the internet, and public media.}

14. Individuals or the state shall not interfere with the freedom of speech or the freedom of silence. {Each family unit has the right to decide what the family should or should not hear.}

15. Individuals and the state shall embrace the international bill of rights as proposed by the United Nations in the year 2000.
