The 'Lottery' in the Utopian States
determines
who the Representatives are. The names
of
all people that are eligible to serve
as
a Representative are put on a list
of names.
From this list, Representatives are
randomly
chosen.
People Are qualified as elible for the lottery by:

A college education from an accredited University
plus 6 years work experience plus parenting
experience.

A high-school education plus 10 years work
experience plus parenting experience plus
a qualifying interview and exam.
The Lottery is NOT:

Used to select Senators, they are elected
by general elections
- The lottery is not entirely a lottery of
equal opportunity. People who cannot think,
reason or communicate well are not capable
of debating or understanding the issues and
therefore must be disqualified from the lottery.
