Directives of many of the Utopian States
mandate that every family should be able
to own their own business.
The philosophy that most Utopian States follow,
is that you have to treat businesses like
gardens. To have a beautiful, and productive
garden, you must weed, fertilize, and cultivate.
If you do not prune, fertilize and weed,
your businesses will take on the characteristics
of weeds.
The philosophy of the Utopian States is
of "Survival By Diversity". With
the world's greatest diversity in methods,
techniques, and managers, the Utopian States
never have an economic downturn. Some mediocre
business is always ready to expand and take
up the slack during difficult times.
Small Business Ownership IS encouraged by government in the following
ways.

Not taxing the average family-owned business.
- Taxing the most profitable businesses and
using the tax revenue only to support less
profitable businesses.
- Rewarding Businesses that franchise themselves.
A large department stores have a jewelry
franchise, a handbag franchise, a perfume
franchise, etc. Large stores are a collection
of franchises.

Business taxes fund a 'negative income tax'
for less profitable businesses.

Providing information and standardization
to smaller businesses so that they can compete
as a team against large foreign companies.
- Sponsoring businesses that offer counseling,
advance medicine and provide care
for the
elderly and other people of special
needs.
The government also supports artists
and
athletes to some degree.
Small Business Ownership NOT accomplished by:

Encouraging businesses to over-produce which
would drop prices.

Punishment that inflicts a penalty or retribution
rather than correction.
- Making businesses less-productive.
In the Utopian States, the minimum wage is
$20 per hour.
