The citizens of the Utopian States

Manage the country by voting on simple
plans
and ideas called Directives. A directive
that has achieved a sufficiently high
percentage
of the vote, is given to the Senate
to be
turned into viable rules, regulations
and,
if necessary, law.
A directive is a guiding policy. A directive
might, for example, be empowered that mandates
a 5% cut in taxes. The Senate, subsequent
to the empowerment of the directive, would
actually make the legislation that would
handle the details without violating other
directives.
Directives ARE:

Directives are created by a randomly selected
group of people (similar to jury duty in
the United States).

Directives are voted upon by the general
population.
- Directives are usually created by the House of Representatives which, in the Utopian
States, is a group of people randomly selected
from a group of people that are graduates
from accredited Universities.
Directives may NOT:

Directives may not nullify other directives
unless that is the specified intention.
- Directives may not force sudden change on
any group that does not considerably harm
others.
- Directives may not specify changes that effect
the economy at a rate of more than 5% per
year.
